Eligibility

Every motor vehicle registered in Cambodia is concerned, except motorcycles (which in practice do not undergo chhiek, although the law might formally require it).

The chhiek is required:

  • Before initial registration of a vehicle (new or used).
  • At each periodic renewal (see frequency below).
  • Before an ownership transfer between individuals.
  • Before paying the annual tax on means of transport.

How to pass the chhiek

Registration at techinspection.mpwt.gov.kh:

  1. Create an account (passport or Khmer ID).
  2. Enter the vehicle’s characteristics (registration, make, model, year).
  3. Choose a centre + slot.
  4. Pay online (via Wing, Ly Hour, or bank).
  5. Receive an SMS / email confirmation.
  6. Show up at the centre at the agreed time.

2. Walk-in (no appointment)

Possible at all centres but with queue: 1 to 3 hours at peak times (Tuesday-Thursday morning, November).

3. Mobile Vehicle Inspection Unit

The MPWT deploys mobile teams in rural districts for areas far from fixed centres. Schedule published on mpwt.gov.kh/en/public-services/technical-inspection and on their Facebook.

Required documents

  • Vehicle registration (carte grise) (original).
  • Previous chhiek certificate (if any) — useful but not required.
  • Passport or ID of the driver presenting the vehicle.
  • The vehicle itself, in presentable state:
    • Up-to-date levels and fluids (oil, brake, coolant).
    • Working headlights, tail lights, indicators.
    • Tyres in good state, acceptable tread.
    • Windscreen without major crack.
    • Operational parking brake.
    • No visible leak.

Inspection centres

Centres are spread across the country — the interactive map at techinspection.mpwt.gov.kh lists centres with hours and daily capacity.

In Phnom Penh, the main centres are:

  • Veng Sreng Boulevard (Dangkor) — big centre, easy access.
  • Hanoi Boulevard — north-east centre.
  • Airport / National Road 4 — for vehicles coming from Sihanoukville.

In the provinces, each Khaet has at least one centre via the Provincial Department of Public Works and Transport.

Extension / Renewal

The chhiek certificate has an expiry date printed. To renew before this date:

  • New car: every 4 years (first inspection 4 years after registration, then every 4 years while < 8 yrs).
  • Car > 4 yrs: every 2 years.
  • Truck: every year.

The techinspection.mpwt.gov.kh portal sends an SMS reminder about 1 month before expiry. If you let it expire, you must redo the full chhiek before any other procedure (tax, transfer, sale).

FAQ

And motorbikes? Must they pass chhiek?

Legally, the 2015 traffic law provides for technical inspection for all motor vehicles. In practice, motorbikes do not : no dedicated infrastructure. The situation may evolve if the ministry extends the system to two-wheelers.

My vehicle failed — how long to redo it?

Generally, you have 30 days to come back with defects corrected, without paying the full rate (just a targeted check). Verify with the centre.

Can I have chhiek done without being present?

Yes, you can mandate a relative with a simple power of attorney + registration + payment. Many expats let their driver or dealer handle it.

Does chhiek check anti-pollution?

For now, the inspection is mainly mechanical (brakes, lights, essential organs). Pollution is tested but without automatic rejection — it’s being strengthened with Cambodia’s climate commitments (cf. MPWT work and Climate & Clean Air Coalition).

How many years do I need to do chhiek for a new vehicle?

The first chhiek comes 4 years after registration. Before that, the dealer provides a certificate equivalent to chhiek on registration. So you have nothing to do for the first 4 years of a new vehicle — except in case of ownership transfer.
